That's a forecast Sam. The computer's think that the high temperature on Sunday the 14th will be 40 degrees below the average high temperature in that dark blue area, 35 degrees below average in the somewhat lighter blue area and so forth.
I thought there was something wrong it! How could it be so warm up north!
Oh yes, I remember the cold all too well!
